Verb? Or Adjective?

A headline in today’s S’port Times: “Authorities: Police stopped shooting suspect, then let him go.”

My first thought was, “I guess it was nice of them to let him go after shooting him, but couldn’t they have called a paramedic, or something?” Reading the article, though, reveals that they released a guy suspected of a shooting, rather than shooting a guy who was a suspect. Of course, given the crime of which he was suspected, he’s lucky the latter construction didn’t become the correct one.
